From direct involvement in Thailand’s maritime, port, and offshore environments, the leadership understood that offshore execution in regulated waters requires more than vessel access. It requires local governance, executive accountability, and disciplined oversight, embedded within Thailand and aligned with its regulatory framework.
TOM TH was therefore formed as an operating platform, designed to assume responsibility for offshore marine operations and ship management, rather than functioning as a representative office, broker, or short-term project vehicle.

Mr. Goanpon Chongsanguan brings over 13 years of experience supporting marine and offshore operations in Thailand, with extensive exposure to Thailand-based ship management, port operations, and offshore activities conducted under Thai and international regulatory frameworks.
In his role as Managing Director, DPA, and CSO, he provides executive-level oversight of:

- Marine risk assessment and Management of Change (MOC)
